The Green Paper is based in detail in the first section entitled-ing why the EU should be employed with mental health antigen-. Thus, the EU supports the initiative of a “Mental Health Action Plan of the WHO. The mental health is seen as a serious problem in the Member States, which is pronounced differently by Member State (see p. 7 suicide rate). In Section 5, the benefits of an EU strategy, the following summary are shown: The mental health is generally promoted improved prevention, quality of life of mentally ill and disabled people through social inclusion and promoting the protection of their rights and dignity and a relevant infor-mation, research and knowledge system for the EU is to be established.
